TSH level of 15!

I need some help with this question. My Mother in Law was recently given a blood test for her TSH levels. She had her Thyroid removed many many years ago. However, her last TSH level showed a TSH level at 15. I know that the normal range should be at or below 4, because I have a Thyroid that stopped producing! My question is, how is it possible to reach such a level of 15 IF she is taking her thyroid replacement medication? Could she have stopped taking her Meds? if so, how long can it take when a person stops taking their Thyroid Medicine to reach such a level? Your answer to this pressing question would be greatlyappreciated! Thank you in advance.
