congestive hyperthyroidism in 4 week old baby

My grandson had elevated thyroid numbers before he left the hospital after birth. He has had a repeat blood test and those levels were high also. What can be causing this in a newborn? Are there more specific testing we should be requesting? He seems to be gaining weight normally and is a content baby. Any advice would be appreciated! A Worried Granmommy!
