Pituitary Gland

My pituitary gland is not producing any testosterone, had an MRI and no tumor, taking weekly shots of testosterone(150mg), and nothing my levels still low and all I have is severe swelling of my legs and feet......feel like pooh, anyone else have this problem or any suggestions. Help, I am 52 yr old male and this can not be all there is.
